摘要
为改善人民身体健康状况促进全民健身普及落实,多地通过政府资助的方式激励全民健身,促进群众体育的开展,加快发展体育产业提升体育消费。由于我国资助模式还不成熟、完善,不同地区资助效果差异明显。选取武汉市、北京市两种不同资助模式进行比较分析,对两种资助模式的制度差异及影响路径进行解析,运用文献资料法、比较分析法等方法,对比它们的实施成效,获知两种模式的利弊。研究建议:1)双向推动,举办、参与双主体受益;2)资助后续持续跟进,实时出台应对策略;3)科学简化资助程序,维护各方利益;4)积极引导社会大资本参与资助,发挥市场的决定性作用。通过全民健身资助办法的改进建议,以期为各地改进全民健身政策、推动群众体育发展提供参考。
In order to improve people's physical health and promote the popularization and implementation of national fitness,it should encourage national fitness through government funding,promote the development of mass sports,and speed up the development of sports industry and promote sports consumption.As the funding mode of our country is not mature and perfect,there are obvious differences in funding effect in different regions.This paper selects two different funding mode of Wuhan and Beijing for comparative analysis,analyzes the institutional differences and influence paths,and uses the methods of literature and comparative analysis to compare their implementation results,and obtains the advantages and disadvantages of the two modes.Research suggestions:1)two way promotion,benefit from hosting and participation;2)follow up the follow-up of funding,and issue response strategies in real time;3)simplify funding procedures scientifically and safeguard the interests of all parties;4)actively guide large social capital to participate in funding and play the decisive role of the market.Through the improvement suggestions of the national fitness funding method,it hope to provide references for improving the national fitness policy and promoting the development of mass sports.
