摘要
实施体育社会组织多元治理对提升组织治理实效,促进体育社会组织健康发展具有重要意义。运用文献资料法等,分析了新时代群众体育的多元诉求对体育社会组织治理提出的新要求,体育社会组织单一治理方式面临新挑战,体育社会组织多元治理具有超越治理的新内涵。现阶段,体育社会组织多元治理面临政府职能转变落实不精准、市场竞争机制约束不到位、群众参与治理意愿不充足、体育社会组织自治不完善、多元主体参与治理呈碎片化现象等现实困境。建议:制度层面上,加强政策和法治环境建设;观念层面上,打造体育社会组织多元治理的文化;器物层面上,找准多元主体在体育社会组织治理中的定位和作用。
The implementation of multi-level governance of sports social organizations is of great significance to enhance the effectiveness of organizational governance and promote the healthy development of sports social organizations.This paper analyzes the new requirements of the multiple demands of mass sports for the governance of sports social organizations in the new era by using the method of literature,the single governance mode of sports social organizations faces new challenges,and it has new connotations beyond governance,which is faced with such practical difficulties as inaccurate implementation of the transformation of government functions,inadequate restriction of market competition mechanism,insufficient willingness of the masses to participate in governance,imperfect autonomy of sports social organizations,and fragmentation of multi subjects'participation in governance.The suggestion is to strengthen the construction of policy and rule of law environment at the system level,to build the culture of multiple governance of sports social organizations at the concept level,and to find out the position and role of multiple subjects in the governance of sports social organizations at the implement level.
