摘要
随着移动互联网等新技术的应用,新就业形态层出不穷,与劳动关系捆绑在一起的职工社会医疗保险制度已经越来越不能适应实践的需要。应当将劳动关系中的经济依赖性独立出来,并将其与社会保险参保关系关联,强制新就业形态群体参保社会医疗保险,完善符合这个群体职业特征的参保和缴费方法,在“全民参保”的基础上积极推进全民“平等”参保。虽然工伤保险提供的职业安全保障更为重要,但是由于其与人身依赖性关联密切,因此难以成为新就业群体强制参保的险种,相关的工作风险可考虑建立独立的事故保险来解决。
With the development of new technologies such as the mobile Internet,new forms of employment are emerging,and the employee's social medical insurance system bundled with labor relations has become increasingly unable to meet the needs of practice.The economic dependence in the labor relationship should be separated from its attributes and related to the social insurance participation relationship.The new employment groups must be compulsory to participate in social medical insurance,and the insurance and payment methods that meet the professional characteristics of this group should be improved.On the basis of“insurance”,we will actively promote the“equal”participation of the entire population.Although occupational safety protection provided by work injury insurance is more important,it is diffi cult to become a compulsory insurance for new employment groups because it is closely related to personality subordinate attributes.The related risk loss can be covered by the new accident insurance.
