摘要
农村生态环境问题凸显,环境治理成为当务之急,公众参与农村环境治理因其对政策可执行性的促进得到越来越多的关注。通过跟踪福建、安徽、陕西三省农村环境调查数据,利用Logistic回归分析心理感知与环境干预对农户生活垃圾分类处理行为的影响。研究表明:心理感知中对环境的评价和自身环保意识越强的农户们参与农村生活垃圾分类处理的可能性越大;环境干预是影响农户生活垃圾分类处理行为的重要因素,环境宣传情况和环境处罚制度对农户参与生活垃圾分类处理有促进作用。为切实推动农户选择环保的生活垃圾处理方式,呼吁广大农户参与到农村环境治理,促进"乡村美"的目标实现,政府应加强宣传和引导,完善相关法律法规,以推进农村的环境治理。
The problem of rural ecological environment is prominent,and environmental governance has become an urgent task.Public participation in rural environmental governance has received more and more attention because of its promotion of policy enforceability.Based on the data of rural environmental survey in Fujian,Anhui and Shaanxi provinces,this paper uses logistic regression to analyze the influence of psychological perception and environmental intervention on the classified treatment behavior of farmers’domestic waste.The results show that:the more likely farmers are to participate in the classification and treatment of rural domestic waste,the more likely they are to evaluate the environment and the stronger their own awareness of environmental protection;Environmental intervention is an important factor affecting farmers’behavior of classified treatment of domestic waste.The situation of environmental propaganda and environmental punishment system can promote farmers to participate in the classification and treatment of domestic waste.The government should strengthen propaganda and guidance,improve the relevant laws and regulations,in order to promote the environmental governance of rural areas,and then achieve the goal of"beautiful countryside".
