摘要
在加快建设“双一流”高校背景下,各地区高校都在不断提高自身的科研竞争力,对西部地区“双一流”高校的科研竞争力进行分析,有助于推动《中西部高等教育振兴计划(2012—2020年)》的精准实施。基于InCites和ESI数据库的统计数据,从科研生产力、科研影响力、科研发展力、科研创新力4个维度对西部地区“双一流”建设高校科研竞争力进行分析,并对学科分布情况进行比较后发现:西部地区高校科研竞争力相对落后,仅论文引用百分比、热点论文百分比指标略高于东部地区;“双一流”高校科研竞争力综合排名最高的是甘肃省,其次是重庆市和陕西省,四川省的科研影响力有待提高。为提高科研竞争力,加快“双一流”高校建设进程,西部地区“双一流”建设高校应加强校际合作,吸引高端人才,制定激励政策,激发教师潜力,发掘潜在学科,促进均衡发展,加大内涵建设力度,提升“双一流”学科创新能力。
Under the background of accelerating the construction of“double first-class”colleges and implementing the revitalization plan of the central and western regions,the universities in all regions are constantly improving their scientific research competitiveness.The analysis of the scientific research competitiveness of“double first-class”universities in the western region will be more conducive to the implementation of the western higher education revitalization plan.Based on the statistical data of InCites and ESI database,the analysis was made on the scientific research competitiveness of“double-class”construction in the western region from the four dimensions of scientific research productivity,influence,development and innovation,and then the distribution of disciplines were compared.The results showed that the scientific research competitiveness of colleges and universities in the western region is relatively backward.The percentage of cited papers and the percentage index of hot papers are slightly higher than that in the eastern region.The highest ranking of scientific research competitiveness in the“double first-class”universities in the western region is Gansu province,followed by Chongqing and Shaanxi province.The influence of scientific research in Sichuan province needs to be improved.In order to improve the scientific research competitiveness of universities in the western region and speed up the construction of“double first-class”colleges and universities,the inter-school cooperation should be strengthened,high-end talents to be recruited,incentive policies to be established,teachers’potential to be stimulated,the potential disciplines to be explored,the balanced development to be promoted,the connotation construction of the disciplines in western universities to be increased and the“double first-class”discipline innovation ability to be consolidated.
