摘要
研究目的:研究农地整治权属调整对农户生计资本的影响,探求适应现代农业发展的权属管理新路径。研究方法:采用熵权改进TOPSIS法量化评估农户生计资本指数,运用双重差分计量法分析权属调整对农户生计资本的影响。研究结果:实施权属调整后,农户生计资本指标的双重差分值提高了0.056;权属调整对农户生计资本有显著正向影响,能显著提升农户的自然资本、金融资本、人力资本和社会资本;且平原地区实施权属调整对农户生计资本的提升效果高于山地地区。研究结论:应以完善权属调整法制建设和规范管理为保障,建立权属调整与适度规模经营的联结机制,依据自然禀赋特征实施精准化、差别化的权属调整模式,为农田集中连片、农地适度规模经营和现代农业发展创造条件,从而降低农户生计脆弱性,提高农户可持续生计能力。
The purpose of this paper is to analyze effects of property rights adjustment in rural land consolidation on farmers’ livelihood capital. Entropy weight improved TOPSIS method was used to evaluate farmers’ livelihood capital index, and DID model was used to analyze the effects of property rights adjustment on farmers’ livelihood capital. The research results show that the DID index of farmers’ livelihood capital in property rights adjustment areas increased 0.056, compared with unimplemented areas. Property rights adjustment has a significant positive effect on farmers’ livelihood capital, natural capital, financial capital, human capital and social capital, and has a greater effect in plain areas than hilly areas. In conclusion, the legal system and standardized management of property rights adjustment should be improved, the linkage mechanism between property rights adjustment and appropriate scale operation should be established, and the precise and different adjustment models according to the characteristics of natural endowments should be implemented, in order to create conditions for rural land concentration, rural land moderate scale operation and modern agriculture development, so as to reduce the vulnerability of farmers’ livelihood and improve their sustainable livelihood capability.
