摘要
外交经费充足是外交活动能正常展开的重要保障。近年来,学界越来越关注北洋外交,但对北洋政府外交经费的来源与支用方式尚缺乏深入研究。本文在民初财政盈亏变动的大背景中,考察了北洋政府外交经费的收支结构与变化轨迹,讨论了经费问题对外交官员之影响。正常情况下,北洋政府的各项外交行政开支应以财政部的定期拨款为主要经费来源。但由于北洋政府时期中央财政长期处于困境之中,财政部应承担的外交经费常无法按时发放。在财政拨款难以依靠的情况下,外交部及驻外机构只能靠海关的船钞拨款及各项临时收入勉强维持行政开支。经费短缺迫使外交官员耗费大量精力在争取款项上,影响了外交行政的正常运转。
The adequacy of diplomatic appropriation is guarantee for the diplomatic activities.In recent years,researchers pay more and more attention to Beiyang diplomacy,but lack sufficient research of Beiyang Government’s diplomatic fund.This article investigates the structure and change track of Beiyang government’s diplomatic fund and discusses the impact of funding issues on diplomats.Under normal circumstances,the foreign administration expenses of the Beiyang government should be based on the regular appropriations of the Ministry of Finance.But due to the long-term fiscal crisis,the financial allocation were often not delivered on time,so the Ministry of Foreign Affairs could only rely on customs funds and temporary income to maintain administrative expenses.The shortage of funds affected the normal operation of diplomatic administration,and sometimes became an obstacle of preserving national dignity.
