摘要
自2004年11月,全国绿化委员会与国家林业和草原局共同启动了"国家森林城市"评定,并制定了一系列国家标准,《国家森林城市评价指标》《国家森林城市申报办法》等,按照预定达标验收期确定规划期,一般为5~15年。时至今日,作为城市林业重要增长点,创森15年历程中,全国各地逐渐认识到生态建设和城市生态结构优化的重要性,积极推进生态文明建设。文章选取国家森林城市评价指标中26个核心指标,基于森林城市生态环境体系,森林城市生态文化体系、森林城市生态产业3大体系,分别从建成区与市域、物质文化与精神文化、直接经济效益与间接经济效益6个层面,探析了国家森林城市建设指标考核意义,为国家森林城市建设成效评估提供参考。
Since November 2004, the National Afforestation Committee and the State Forestry Administration jointly launched the "National Forest City" assessment, and formulated a series of national standards, Indicators System for Evaluating National Forest City and National Forest City Application Measures. The planning period is determined according to the scheduled acceptance period, which is generally 5~15 years. Today, as an important growth point of urban forestry, in the 15 years of active creation national forest city, the importance of ecological construction and urban ecological structure optimization has been gradually recognized throughout the country, Simultaneously,ecological civilization construction has been actively promoted. This paper selects 26 core indicators in the national forest city evaluation indicators, based on the forest city ecological environment system, the forest city ecological culture system and the forest city ecological industry. It respectively from Six aspects to explore the significance of national forest city construction indicators assessment, such as the built-up area and the administrative area;material culture, spiritual culture;economic benefits and indirect economic benefits and so no, with a view to provide reference for the national forest city construction effectiveness evaluation.
