摘要
海洋生态环境治理是海洋治理体系的重要组成部分,对于实现国家治理能力现代化具有重要意义。党的十九大报告明确提出,坚持海路统筹,加快建设海洋强国,为提高政府海洋生态环境治理能力开启了新时代。湾长制是继河长制之后,我国对水生态环境治理与保护方面又一重大理论和实践创新,对海湾环境管理与生态保护起到了极大的推动作用。文章以连云港海州湾试点湾长制为例,从湾长制推行现状与存在问题出发,提出了科学考核、准确问责,集约开发、生态优先,强化组织体系,创新工作机制4个具有针对性的对策建议。研究成果可为区域海洋生态环境治理提供相关参考。
Marine ecological environment governance is an important part of marine governance system, which is of significance to the modernization of national governance capacity. The bay-chief system is an important theoretical and practical innovation in ocean ecological environment management and protection in China, which has promoted the bay environmental management and ecological protection. This paper pointed out four pertinent countermeasures and suggestions, including scientific assessment, accurate accountability, intensive development, ecological priority,strengthening the organizational system and innovating the working mechanism, from the current situation and existing problems of the implementation of bay-chief system. The research results can provide reference for regional marine ecological environment management.
