摘要
村级选举是乡村基层组织建设和实现乡村有效治理的重要保证。通过对D镇土亢村选举实践的考察,发现当前村级选举中存在着“双过半”要求难以实现、黑恶势力影响选举、村干部老龄化严重等问题。在村庄治理本位下,应从程序落实和实际功能两方面出发,创新村级选举方式,发挥互联网优势拓宽投票途径,探索“村两委+乡贤会”乡村治理模式,发挥村级选举的作用,助力乡村振兴。
Village election is an important guarantee for the construction of rural grass-roots organizations and the realization of effective rural governance.Through the investigation of the election practice of Tukang Village in D Town,it is found that there are some problems in the current village level election,such as the difficulty of realizing the“double over half”requirement,the influence of black and evil forces on the election,and the serious aging of village cadres.On the basis of village governance,we should innovate village level election methods from the aspects of procedure implementation and practical functions,give full play to the advantages of the Internet to broaden the voting channels,explore the village governance mode of“two committees of the village+association of villagers and sages”,play the role of village level election,and help the rural revitalization.
