摘要
在义乌市农村集体建设用地分类定级的基础上,以实地调研收集的区域集体建设用地交易资料为依据,采用样点法和修正法分别测算各级别基准地价,取二者平均值作为义乌市农村集体建设用地各级别基准地价,并与义乌市城镇建设用地基准地价对比分析。结果表明:(1)修正法可作为集体建设用地价格评估的有效手段。(2)集体与国有建设用地基准地价差异明显,表明在区位条件、基础设施条件和社会经济状况相当的前提下,法律政策制度在土地价格形成中的作用日益显化。(3)借鉴城镇土地定级和估价的技术流程和主要方法开展集体建设用地基准地价评估,具有较强的实用性和可操作性。
Based on classification and grading of rural collective construction land in Yiwu City and the transaction data of regional collective construction land collected by field research,the sample site method and the correction method are used to calculate the standard land price at each level respectively,taking the average value of both as the standard land price of all levels of rural collective construction land,and comparative analysis with the standard land price of urban construction land in Yiwu City.The results show that:(1)The correction method can be used as an effective means of price evaluation for collective construction land.(2)The difference between the standard land price of collective land and state-owned construction land is obvious,indicating that the role of the legal policy system in the formation of the land price is increasingly evident under the premise of location conditions,infrastructure conditions,social and economic conditions are similar.(3)Drawing lessons from the technical process and main methods of urban land grading and evaluation to guide the standard land price evaluation of collective construction land has strong practicability and operability.
