摘要
油气探矿权考核是判断和决定油气探矿权勘查投入是否合规、探矿权能否延续的一种工作方式。文章通过梳理我国油气探矿权考核制度,分析不同时期我国油气探矿权考核标准、考核方式及工作力度,指出油气探矿权勘查投入考核工作存在的问题,并提出政策建议:(1)加强油气探矿考核力度;(2)明确油气资源探矿权考核标准;(3)建立健全油气探矿权勘查投入核算制度;(4)延长油气探矿权延续期。
Evaluation of oil and gas exploration right is a way of judging and deciding whether the exploration investment of oil and gas exploration right is in compliance with the regulations and will continue.This paper analyzes evaluation standard,evaluation mode and working force of oil and gas exploration right in different periods in China and points out the existing problems in evaluation work of exploration investment of oil and gas exploration right by sorting evaluation system of exploration right of oil and gas.The policy suggestions are as follows:firstly,evaluation of oil and gas exploration right should be strengthened;secondly,evaluation standard of oil and gas exploration right should be expressly specified;thirdly,the accounting system for exploration investment of oil and gas exploration right should be established and improved;fourthly,the duration of oil and gas exploration right should be prolonged.
