摘要
消除贫困是绝大多数发展中国家都面临的严峻挑战。近年来,中国“精准扶贫”模式的推广为世界范围内的减灾扶贫提供了中国方案和中国经验,但在西部地区,减贫效益不高的问题仍然存在。今后,我国西部需要从构建多维贫困识别责任体系、创新和完善适宜西部贫困地区的金融扶贫机制、强化监管机制和发挥“涓滴效应”促进多元投资等方面来优化扶贫机制。
Eliminating poverty is one of the severest challenges that confront most of developing countries.In recent years,the expansion of the model“Targeted Poverty Alleviation”in China provides China’s experience and solutions for the work of disaster reduction and poverty alleviation around the world.However,no remarkable effects have been achieved in the western region of China.Therefore,the author suggests that,poverty alleviation mechanism be optimized by those measures of constructing a multidimensional poverty identification responsibility system,innovating and perfecting the financial poverty alleviation mechanism,strengthening the supervision mechanism and giving full play to the“trickle-down effect”with the aim of promoting diversified investment.
