摘要
近年来,我国天然气行业市场化改革不断深入,但天然气输配价格仍居高不下,解决天然气输配环节的矛盾,成为当前理顺天然气价格的必然选择。本文从国内天然气输配环节管理现状入手,理清我国天然气输配价格矛盾问题,结合欧美经验提出成立天然气监管机构、取消省内管道运输和配气的冗余环节、缩小用户间输配价格补贴、推进管输业务分离和第三方公平准入的对策建议。
In recent years, the market-oriented reform of China’s natural gas industry had been deepening, but the price of natural gas transmission and distribution was still high, Solving the problem of natural gas transmission and distribution links become an inevitable choice.Starting from the natural gas transmission and distribution prices in Europe, America and China, this paper found out the existing problems in the price of natural gas pipeline transportation and distribution, and put forward some suggestions like allocating costs reasonably, cutting the gas transmission and distribution price andimproving the price control and supervision mechanism.
