摘要
低碳农业可以为碳交易定价市场提供自愿减排量,从而实现"三农"发展的低碳转型和碳交易定价市场的核证减排量抵消机制供给。因此,有必要根据低碳农业和碳交易顶层设计思路,探明碳交易抵销机制与低碳"三农"的关联。本文在借鉴国际碳交易市场经验的基础上,阐释了农业碳交易在中国的现状,并研究了国际碳市场与农业CER项目的关联、我国农业CER项目与国际碳市场供给侧的关联、国内碳市场与我国农业CCER项目的关联,进一步架构了碳交易市场抵消机制与乡村振兴战略总要求之间的关联。
Low-carbon agriculture can provide voluntary emission reductions for the carbon trading pricing market, thereby realizing the low-carbon transition of the "three rural" development and the supply of certified emission reduction offset mechanisms for the carbon trading pricing market. According to the criss-crossing design ideas of low-carbon agriculture and carbon trading, it is necessary to further explore the function of the green factor market in the rural revitalization of low-carbon development by linking the carbon trading offset mechanism with low-carbon"agriculture, rural areas, and farmers". This article explains the current status of agricultural carbon trading in China and draws on the experience of international carbon trading markets, explaining: the relationship between the international carbon market and agricultural CER projects;the relationship between China’s agricultural CER projects and the supply side of the international carbon market;domestic Correlation between carbon markets and China’s agricultural CCER projects. Established five major links between the carbon trading market offset mechanism and the "20-word" general requirement of the rural revitalization strategy.
