摘要
设计洪水成果是流域规划和工程设计的基础,是流域洪水管理的依据,其量级直接影响防洪对策的制定和防洪工程的布局及运用。依据最新的流域水文站实测水文气象资料、大中型水库蓄水变量、水利水保工程数据、历史调查洪水、洪水漫溢等资料,在历次规划或设计审查成果的基础上对黄河中下游设计洪水成果进行了修订。结果表明:修订成果采用的洪水系列较原系列延长近40 a,能较好地反映流域水文情势变化情况;修订成果对影响洪水系列一致性的因素考虑更全面,符合最新规范要求;与原成果相比,修订的三门峡站设计洪峰流量减小14.9%~16.0%,设计洪量减小10%左右,花园口站、三门峡—花园口区间设计洪峰流量、设计洪量均减小10%以内。此外,采用定性结合定量的方法分析了成果修订对黄河下游治理的影响。
Design flood results are the basis of basin planning and engineering design, and it is the basis of flood management in the basin. Its magnitude directly affects the formulation of flood control countermeasures and the layout and application of flood control projects. Based on the latest hydrometeorological data, storage variables data of large and medium sized reservoirs, water conservation engineering data, histori cal flood data, flood overflow data and so on, the results of flood design in the middle and lower Yellow River were revised on the basis of the results of previous planning or design review. The results show that the data series of revised results has been extended nearly 40 a, and can reflect the changes of hydrological situation in the river basin. The results are more comprehensive and meet the requirements of the latest standard. Compared with the original results, the revised design value of the Sanmenxia Station is reduced 14.9%-16.0%, and the design value of the Huayuankou Station and Sanmenxia Huayuankou reach is less than 10%. Qualitative and quantitative methods were used to ana lyze the effect of revision on the lower Yellow River.
