摘要
推动主体功能区建设是我国经济发展和生态环境保护的大战略,西部地区是我国生态文明建设的重点区域和难点区域。参照国家生态文明建设标准体系的要求,构建生态文明建设水平评价指标体系,测算2000-2016年全国31个省份生态文明建设水平综合指数。研究发现:国土空间开发保护格局优化进展缓慢、绿色发展阻力较大、环境保护与生态治理力度不强等是制约西部地区生态文明建设的主要因素。完善主体功能区制度促进西部地区生态文明建设的主要路径:提高城镇化地区绿色发展水平,构建农产品主产区乡村振兴新格局,巩固重点生态功能区的国家生态安全屏障功能,建立以生态产业化、产业生态化为主体的生态经济体系,施行差异化的主体功能区绩效考评机制。
The Major Function Oriented Zone(MFOZ hereafter) is a great strategy of Chinese economic development and ecological environment protection. The western China is the key and difficult area in building ecological civilization. Refer to the requirements of national standard system of building ecological civilization, we build an index system to estimating the level of ecological civilization for 31 provinces from the year 2000 to 2016. The results show that there three factors that restricting the progress of building an ecological civilization in western China, which are slowly progress of developing and protecting pattern of territorial space, greatly resistance of green development, weakly efforts on protecting and management the ecological environment. Improving the system of MFOZ is the main way to promoting the building of ecological civilization in western China. Firstly, raising the level of green development in urban areas. Secondly, build a new pattern of rural vitalization in agricultural production area. Thirdly, consolidating the shields for ecological security. Fourthly, establish an ecological economic system with ecological industrialization and industrial ecology. Meanwhile, implement a differentiated performance evaluation mechanism of MFOZ.
