摘要
基于边际成本出清机制的电能量市场不能回收发电机组的固定成本,减少发电商收益的同时不利于引导投资,会在未来引发发电容量充裕性问题,导致电力系统可靠性下降。介绍了国外电力市场针对这一问题的3种解决方案:稀缺电价机制、战略备用和容量市场,并分析了各自优缺点,最后针对中国电力市场现状,提出了逐步开展容量市场的建议方案。
The electricity market based on marginal cost clearing mechanism cannot recover the fixed cost of generating units.Then reducing the revenue of generating enterprises is not conducive to investment, which is harmful to generation capacity adequacy and will lead to the decline in power system reliability.Three solutions to this problem from foreign electricity market are introduced which are scarce price mechanism, strategic readiness and capacity market.Their advantages and disadvantages are analyzed.Finally,according to the current situation of China’s electricity market,a proposal for capacity market is put forward.
