摘要
为进一步了解湖南省环洞庭湖地区农业生产状况,本文建立效率评价体系,利用超效率DEA模型和Malmquist指数模型分析2008-2017年湖南省环洞庭湖地区三市(岳阳市、益阳市和常德市)的农业生产效率,并用Tobit模型考察效率的影响因素。结果表明:2008-2015年湖南省环洞庭湖地区三市的农业生产效率呈下降趋势,益阳市的平均效率排在首位,2015-2017年呈上升趋势,常德市的平均效率排在首位;Malmquist指数分解发现技术进步变化对农业生产效率的影响最大,从影响因素上看,城镇化率、有效灌溉率和城乡居民收入比对农业生产效率起负向作用,农林牧渔固定资产投资对农业生产效率起正向作用。在此基础上提出提高农业生产效率的三点建议:依靠科技和管理水平进步,加快推动工业化和城镇化进程和加大农业固定资产投资。
In order to study the agricultural production efficiency in Dongting lake area of Hunan province,the paper established an efficiency evaluation system and used the super-efficiency DEA model to analyze the agricultural production efficiency of three cities around Dongting lake in Hunan province from 2008 to 2017,and applied the Tobit model to examine the influencing factors of the efficiency.The results indicated that the agricultural production efficiency of three cities showed a downward trend from 2008 to 2015,Yiyang city ranking first;the efficiency showed an upward trend from 2015 to 2017,with Changde city ranking first.With the method of decomposing Malmquist index,it was found that technological progress had the most significant impact on agricultural production efficiency.In terms of influencing factors,urbanization,irrigation rate and income gap had a negative effect on agricultural production efficiency while investment in fixed assets played a positive role on it.On this basis,this paper put forward several suggestions to improve the efficiency of agricultural production:relying on the progress of technology and management level,accelerating the industrialization and urbanization process,increasing the investment in agricultural fixed assets.
