摘要
国家自主创新示范区必须构建良好的创新生态系统,才能真正发挥集聚、示范、引领、辐射的巨大作用。本文基于研究联合体的视角构建由研发创新投入系统、创新组织支撑系统、创新基础环境系统、创新功能辐射系统、创新经济产出系统所组成的国家自主创新示范区创新生态系统评价体系。实证研究发现,国家自主创新示范区创新生态系统的区域引领作用不断增强,东中西之间的区域发展不平衡,研发创新投入系统的决定作用明显,据此提出以研究联合体为立足点构建示范区产业研发生态圈、建立以创新型领袖企业引领的跨示范区研究联合体企业创新平台、加强研究联合体国际合作、营造良好的研发创新社会氛围等对策。
National independent innovation demonstration zone must construct a good innovation ecosystem in order to play the huge role of agglomeration, demonstration, guidance and radiation. Based on the perspective of RJVs, this paper constructs the evaluation index system of innovation ecosystem of national independent innovation demonstration zone, which consists of R&D innovation input system, innovation organization support system, innovation basic environment system, innovation function radiation system and innovation economic output system. It is found that the regional leading role of the innovation ecosystem is increasing, the regional development between the east, the central and the west is unbalanced, and R&D innovation input system plays a decisive role. Based on this, the paper puts forward some countermeasures, such as constructing industrial R&D ecosphere of demonstration area, establishing innovation platform of cross-demonstration area, strengthening international cooperation and creating a good social atmosphere of R&D innovation.
