大规模风电接入的电力系统协调控制策略 被引量:33

摘要 为平抑大规模强间歇性、随机性风电接入导致的电力系统有功功率波动,提高系统的风电消纳能力,提出了一种日前控制与实时控制相结合的协调控制策略。日前控制以风电消纳最大为目标建立数学模型及约束条件,依据日前风电功率预测、日前负荷预测曲线,以常规发电机组运行成本最低为约束,制订常规发电机组的启停及出力计划;实时控制以平抑风电与负荷造成的有功功率波动为目标,优先调整可转移负荷,其次调整常规发电机组出力,最后调整可削减负荷。广东湛江部分地区电网的仿真分析结果表明,该控制策略可以大幅提升系统对风电资源的消纳量,并最大限度地降低系统运行成本。 To stabilize active power fluctuation of the power system caused by intermittent and random wind power access and improve wind power absorption,this paper proposes a coordinated control strategy combing day-ahead control and real-time control.A mathematical model and constraint conditions are established aiming at the maximum wind power absorption in day-ahead control,and the start-stop and output plan for the conventional generator sets is formulated according to day-ahead wind power and load forecast curves,and with constraints of the lowest operating cost.Real-time control aims to stabilize active power fluctuation caused by the wind power and load,with priority given to adjustment of transferable load,then output of the conventional generator set and finally reduced load.Simulation analysis of some regional power grids in Guangdong Zhanjian indicates that this control strategy can greatly improve absorption of wind power resources of the system and reduce system operating cost to the greatest extent.
