摘要
浙江省湖州市地方标准DB3305/T 40-2017《绿色矿山建设规范》于2017年3月20日正式发布实施,成为我国首个绿色矿山建设地方标准,本文采取问卷调查和实地调研相结合的方式对标准的实施效果进行评价。通过分析可知,该项标准指标精准细化,实施力度较大,执行基本到位,取得了良好的实施效果,但同时,仍存在部分企业未落实标准要求,科技创新投入不足,部分指标偏低和技术要求缺失的情况。为此,研究提出持续推动标准实施,加大科技创新投入,完善标准制修订机制等标准实施对策建议。
The local standard of Huzhou city,Zhejiang province,DB3305/T 40-2017,Specifications for the construction of green mines was officially released and put into effect on March 20,2017,serving as the first local standard of its kind in China.In this paper,questionnaire survey and field survey are applied to evaluate the implementation effect of the standard.The analysis result shows that the Indicators of the standard are precise and refined;the implementation effort of the standard is great;the enforcement of the standard is basically in place,and implementation effect of the standard is good.But some enterprises have not yet fully implemented the standard requirements,such as insufficient investment in scientific and technological innovation,low standard indexes and lacking of technical requirements.Therefore,the study puts forward the countermeasures,including continuing to promote the implementation of standards,increase investment in scientific and technological innovation,and improve the standard system revision mechanism.
