摘要
本文以西方经济学的市场失灵和政府干预为理论依据 ,分析了目前南方山区集体林区林地使用权流转市场政府干预的必要性 ,提出政府应及时采取措施来规范林地流转市场运作、降低交易成本。
On the basis of the economics theory of market failure and interference from the government,this paper analyses the necessity of interfering in market of forest land servitude circulation from the government in the south collective forestry area,and put forward that the government should timely take measures to standard market operation and decrease trading cost and promote sustainable use of forest land resource.
