摘要
集权与分权问题是民初政坛中央与地方争论的焦点．这在军权问题上也有深刻反映。围绕对军权的控制问题，双方产生了一系列的冲突，最终中央政府借助武力，同时采取一系列加强中央军权的措施，暂时建立了中央集权的军事体系。
To centralise the state power or to divide it was the focus of the struggle between the central government and local governments in the initial period of the Republic of China.In order to control military power,both sides conflicted with each other.In the end,with the help of military force and a lot of forceful measures,the central government established a temporary centralised military system.
