摘要
传统的文书立卷程序繁琐,组卷要求高且工作量大,造成人、财的极大浪费,已不适应办公自动化快速发展的要求。将以“卷”为保管单位改为以“件”为保管单位的文书立卷改革势在必行且具有可行性。
Traditional paper filing system, which requires considerable manual labor, is a troublesome matter and also a waste of labor force and money. Obviously, it cannot meet the need of Office Automation, which develops very fast at present. So, it is necessary and practicable for the file storage unit to be changed from 'Juan (Volume)'to 'Jian(Piece)
