摘要
即使经济有一个较快的增长,但社会中的大部分人不能从中受益;如果没有一个较快的增长,社会中的大部分人却会从经济停滞中受害。作者认为,重视这一悖论的意义在于,必须看到它已成为支配有关经济政策选择的一种逻辑,而这又是由结构条件和政策选择多种因素共同作用的结果。
Even if there is a quick growth, ma-jority of the population will not benefit from this. However if there is no such a quickgrowth, there will be a harm for majority of the population. So the author argues that itis important to pay attention to this dilemma as it has become logic in economic policyselections determined by the joint forces of structural conditions and policy options.
