摘要
能源安全是社会和经济发展给人们提出的一个新问题 ,能源安全是实现一个国家国民经济持续发展和社会进步所必需的能源保障 ,它不同于能源产业安全和能源生产安全 ,又区别于能源产业的可持续发展。建立了能源安全评价体系 ,提出了能源安全模式理论 ,运用系统论的方法 ,对能源安全进行综合评价 ,建立能源安全预警机制 。
Energy safety is a new problem posed by the social and economical development and a guaranttee for the energy necessary for a country to realize a sustained development of its national economy and its social advance. Energy safety is different from the safety of both energy industry and energy production and from the sustainable development of energy industry. The authors put foward the theory of energy safety model and the evaluation system of energy safety which uses a systematic engineering method to make an overall evaluation of the energy safety. It is suggested that a forcasting system of energy safety be established so as to exercise a control over energy safety.
