摘要
技术创新的实质是知识创造与应用过程 ,技术创新的成功不仅取决于企业内部研究开发活动 ,更重要的是取决于企业与其他机构之间的相互作用。在此 ,从进化理论出发 ,认为学习是企业技术创新能力提高的核心 ,通过集群化可以改善学习效果 ,并且以区域创新体系促进区域整体创新能力及竞争力的提高。
Innovation is a process of ceating and applying new knowledge in nature. The successful innovations depend not only on the R&D activities within the firms,but also on the interactive actions between the firms and other institutions. Based on the evolution theory,it takes the learning as the core to achieve sustainable innovation capabilities. The clustering can facilitat the interactive learning and hence improves the innovation performance of the whole region. The new policies for innovation should be designed on the base of regional innovation system.
