摘要
在分析我国西北地区生态环境建设背景和投资管理的基础上 ,提出了投资主体在完成一定植树面积后 ,即可无偿获得一部分土地使用权的以土地换生态的林业政策构想 。
The Paper point out the policy of bartering land for ecological environment, what investor can gain freely right of using land after afforestring, base on the analysis of the background ecological environmental construction and the system of investment management in northwest area of China. The authors point out the measures of implementing the policy of bartering land for ecological euvironment and the issues needed to be paid atlention to environment.
