摘要
2001年以来安徽省出台加快皖北地区发展的系列扶持政策,皖北地区经济社会取得了显著成就,但仍存在发展不优、发展不足等难题,文章从皖北地区经济社会发展困难、政策设计及实施中的障碍两个角度,探讨皖北发展政策落实的困境,并提出精准施策破解皖北地区经济社会发展中的"难点""堵点",完善政策体系破解政策设计及实施障碍等建议。
Anhui province speeding up series of supporting policies of northern Anhui development Since 2001, and economic and social achievements of northern Anhui have made remarkable achievements. However, there are still difficulties, such as poor and insufficient development. The article discusses northern Anhui development polices implementation difficulties from two points of view: the barriers of economic and social development and obstacles of policy design and implementation, puts forward some suggestions on how to solve the "difficulties" and "blockades" in the economic and social development in northern Anhui, and how to improve the policy system and solve the policy design and implementation obstacles.
