摘要
征地行为导致的征地冲突事件愈演愈烈,加快农村征地制度改革已迫在眉睫。在利用结构方程模型对新疆农村征地冲突诱导因子进行因素分析的基础上,通过模型检验与修正,对新疆农村征地冲突发生路径展开深入剖析。结果显示,征地利益分配对新疆农村征地冲突的产生和化解起着决定性作用,征地监督和征地调解贯穿征地活动始末,对两者的合理把控将对征地冲突事件的产生起到辅助性的缩减作用。因此,应在征地利益分配过程中制定合理的征地补偿标准、按时足额发放征地补偿款、妥善处理同地不同价现象;加强对征地实施主体、征地补偿程序公开透明度、征地补偿款发放情况的监督是减少征地冲突的有力保障;畅通征地调解渠道、对征地调解人员加强专业性培训将成为显化征地调解效果的关键环节。
Conflicts caused by land expropriation is becoming more and more serious.It is urgent to speed up the reform of rural land expropriation system.On the basis of factor analysis of induced factors of land expropriation in rural areas of Xinjiang by using structural equation model,and through model checking and revision,the path of rural land expropriation conflicts in Xinjiang was deeply analyzed.The results were shown as follows:the distribution of land expropriation interests played a decisive role in the generation and resolution of land expropriation conflicts in rural areas of Xinjiang;supervision and mediation of land expropriation ran through the whole process of land expropriation activities;reasonable control of both would play an auxiliary role in reducing the land expropriation conflicts.Therefore,reasonable land expropriation compensation standards should be formulated,land expropriation compensation should be fully issued on time,and the phenomenon of different land prices should be properly handled in the process of distributing land expropriation benefits.It was the powerful guarantee to reduce land expropriation conflicts by strengthening the supervision over the objects of land expropriation,the transparency of land expropriation compensation procedure and the payment of land expropriation compensation.Opening land expropriation mediation channels and strengthening professional training for land expropriation mediators would be the key links to show the effect of land expropriation mediation.
