Assessment of Effects of Emergency Countermeasures for Heavy Air Pollution in Leshan

摘要 利用SMOKE(Sparse Matrix Operating Kernel Emissions)-WRF(WeatherResearch Forecast)-CMAQ(Commu-nity Mualtiscale Air Quality)空气质量模型模拟系统,评估了乐山市不同污染等级下应急措施效果。结果表明:(1)红色预警措施下污染物削减比例最高,可有效减少47.1%SO 2、42.6%NO X,30.0%PM 10以及21.9%VOCs排放;橙色预警措施可减排42.7%SO 2、35.3%NO X、20.9%PM 10以及19.8%VOCs;黄色应急措施可减排40%SO 2、20.1%NO X、18.8%PM 10以及15.5%VOCs;(2)实施红色预警应急措施可有效降低PM 2.5浓度8%~9%,实施橙色预警应急措施可有效降低PM 2.5浓度8%,实施黄色预警应急措施可有效降低乐山市PM 2.5浓度6%~7%,不同预警等级下PM2.5的浓度下降比例差异不大;(3)红色预警下工业源管控力度显著大于橙色及黄色,然而由于扬尘源的管控未加严,红色预警下的PM 2.5浓度下降幅度相比橙色和黄色增加较少,建议加强扬尘源管控,切实减少颗粒物排放;(4)区域联动应急下,乐山市PM 2.5浓度下降比例相比单独应急下增加5%~6%,表明区域联防联控的重要性。 The SMOKE-WRF-CMAQ air quality model simulation system was used to evaluate the effect of emergency measures under different air pollution levels in Leshan.The results showed that:(1)Under the red alert measures,the pollutant reduction ratio is the highest,which can effectively reduce the emissions of SO 2、NOX、PM 10、VOCs by 47.1%、42.6%、30.0%and 21.9%,the orange alert can reduce about 42.7%SO 2、35.3%NOX、20.9%PM 10 and 19.8%VOCs,while the reduction ratios of yellow alert were 40%SO 2,20.1%NOX,18.8%PM 10 and 15.5%VOCs,respectively;(2)The reduction ratios of PM 2.5 concentration in Leshan City after implementation of red alert,orange alert and yellow alert emergency measures were 8%~9%,8%and 6%~7%,respectively,with small difference in the decline rate of PM 2.5 under different grades of alert;(3)The intensity of industrial sources control under the red alert is significantly greater than that of orange alert and yellow alert.However,due to the lax control of dust sources,the decrease of PM 2.5 concentration under the red alert is less than that of orange and yellow.Therefore,it is suggested to strengthen the control of dust sources and effectively reduce the emission of particulate matter;(4)The decline rates of PM 2.5 concentration in Leshan under the scenario of coordinated inter-regional prevention was increased by 5%~6%comparing with the single alert emergency,indicating that regional joint prevention and control was very important for the controlof heavy air pollution.
