生态文明建设视角下江苏省城市土地集约利用评价与障碍因子诊断 被引量:5

Evaluation of intensive urban land use and diagnosis of obstacles in Jiangsu Province from the perspective of ecological civilization construction

摘要 基于生态文明建设背景,选取23个评价指标构建2013年至2017年江苏省城市土地集约利用评价指标体系,采用改进后的Topsis法对江苏省13个设区市的城市土地集约利用水平进行分级,并运用障碍度模型进行进一步研究,找出阻碍城市土地集约利用的障碍因子。研究结果表明:江苏省城市土地集约利用水平均处于小幅度波动状态,且集中在中度集约利用等级,苏锡常的城市土地集约利用度较高,连云港市的城市土地集约利用水平最低;影响各市城市土地集约利用的障碍因子不同,但主要以经济因素和生态因素为主;江苏省的城市土地集约利用水平仍有很大的提升空间,加强生态文明建设是提高集约度的路径之一。 Based on the concept of ecological civilization construction, 23 evaluation indicators were selected to develop an evaluation index system for intensive urban land use in Jiangsu Province from 2013 to 2017, and the improved Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method was used to classify intensive urban land utilization levels for 13 cities in Jiangsu Province. The obstacle model was used to conduct further research to identify factors that hinder intensive urban land use. The results showed the following:(1) The intensive urban land use level in Jiangsu Province was in a state of mild fluctuation and was concentrated in the moderately intensive utilization level;the level of intensive urban land utilization in Suxichang was higher, while the level was lower in Lianyungang.(2) The barriers affecting intensive urban land use in different cities were different, but were mainly based on economic and ecological factors.(3) There remains room for improvement in intensive urban land use in Jiangsu Province. Strengthening the ecological civilization construction process is one way to promote further intensification.
