摘要
自由贸易试验区和自由贸易港建设与发展已成为社会各界关注的焦点。自由贸易区、自由贸易试验区、自由贸易港既相互联系又存在关键区别。当前学界、业界对三者的认知仍然存在混淆甚至分歧,可能造成社会公众对中国改革开放进程判断错误。简略地说,自由贸易区是“境内关外”“高度自由”,而我国建设的自由贸易试验区是依托于海关特殊监管区的外向型经济开发区,是在现有制度框架内有限度地探索制度创新。中国特色自由贸易港则是自由贸易试验区在进一步深化改革和对外开放两大领域的重大升级,其内涵接近于自由贸易区,但又与其有本质区别,在其制度创新和全方位开放探索进程中,必将体现鲜明的“中国特色”。
The construction and evolution of Pilot Free Trade Area and Free Trade Port have become the focus of attention from all works of life. Free Trade Area, Pilot Free Trade Area and Free Trade Port are not only interrelated, but also have key differences. At present, there are still confusions and even divergences among academia and industry about the three, which may lead to misjudgments of the public about the process of China’s reform and opening up. We found in short, the Free Trade Area is “tariff within the boundary” and “highly free”. The Pilot Free Trade Area built in China is an export-oriented economic development zone that relies on the special customs supervision zone, and it is a limited exploration of institutional innovation within the framework of the existing system. Free Trade Port with Chinese characteristics is a major upgrade of the Pilot Free Trade Area in the two major areas of further deepening reform and opening up to the outside world. Its connotation is close to Free Trade Area, but there is an essential difference. In the process of system innovation and all-round opening exploration, it will surely embody the distinct “Chinese characteristics”.
