摘要
公共体育服务政策是公共体育服务建设的重要制度保障,优化公共体育服务政策,有利于推进公共体育服务供给侧结构性改革,也是解决当前公共体育服务建设滞后于群众公共体育服务需求矛盾的重要手段。从政策协同角度出发,运用内容分析法、文献资料法等方法对我国公共体育服务政策协同性进行了探究,发现我国公共体育服务政策在决策主体协同性、政策执行主体协同性、政策监督主体协同性、政策主客体间协同性、政策与环境因素间协同性等方面均存在不足。针对我国公共体育服务政策现存不足,结合群众公共体育服务需求,在政策供给层面提出了政策优化路径建议。研究认为:在制定公共体育服务供给政策时,应将人民群众纳入决策体系,优化决策主体;针对公共体育服务政策执行主体多、执行主体间协同性弱、执行难度大这一难题,应明确各执行主体的职责和义务,同时明确各执行主体间的联络和沟通机制;在优化公共体育服务政策监督主体时,除行政监督外,还应将第三方机构纳入监督主体体系,并主动接受舆论监督和社会监督;在优化政策主客体间协同性时,既要注意到均等性,也要兼顾到适宜性,从而更好地满足不同群体的个性化公共体育服务需求;此外,还应考虑到公共体育服务政策与竞技体育政策等其他政策的协同性。
Public sports service policy is an important institutional guarantee for the construction of public sports service. Optimizing public sports service policy is conducive to promoting the structural reform of the supply side of public sports service,and is also an important means to solve the contradiction between the current construction of public sports service lagging behind the demand of public sports service. From the perspective of policy synergy,this paper explores the synergy of public sports service policy in China by means of content analysis and literature review. And it finds that there are some deficiencies in the policy of public sports service in China,such as the synergy of decisionmaking subjects,policy implementation subjects,policy supervision subjects,policy subject and object,and policy and environment factors. In view of the existing deficiencies of China’s public sports service policy,combined with the demand for public sports service,this paper puts forward policy optimization path suggestions at the policy supply level. The research holds that when formulating the policy of public sports service supply,the people should be included in the decision-making system and the decision-making body should be optimized. In view of the difficult problems of multiple executing bodies,weak coordination among executing bodies and difficulty in executing public sports service policies,the responsibilities and obligations of each executing body should be clarified,and the communication mechanism between executing bodies should be clarified. In order to optimize the subject of public sports service policy supervision,besides administrative supervision,the third party organizations should be included in the main body system of supervision,and actively accept public opinion supervision and social supervision. When optimizing the synergy between the subject and the object of the policy,we should not only pay attention to both equality and suitability,so as to better meet the individual public sports service needs of different groups. In addition,the synergy between public sports service policy and other policies such as competitive sports policy should also be taken into account.
