摘要
目前我国尚未系统性建立基于疫情风险的进境木材管理防控模式,不利于疫情的高效防控以及改革新形势下的工作要求。本文结合我国当前进境木材疫情防控模式分析,指出了该模式在风险管理角度下存在的问题,依据ISPM39,结合进境木材检疫“事前、事中、事后”3个阶段的特点,深入阐述了基于疫情风险的进境木材管理防控模式,主要包括“事前”风险评估、“事中”风险分级管理、“事后”潜在风险防控,并对当前存在的问题提出了相应的解决措施,为进一步提升我国进口木材的生物安全提供参考。
At present,the pest management model for import timber based on pest risk has not been systematically established in China yet,which affects the efficiency of pest control and can not meet the requirements of the new reform situation.By analyzing the current situation of timber pest control measures, this study pointed out some existing problems from the angel of risk management,then described the management model deeply for import timber on account of risk according to ISPM No.39.The characteristic of the model can be summed as beforehand,in the matter and afterwards of timber quarantine, mainly including ex-ante risk assessment,in-process risk classification management and postmortem control of potential risk.The solutions of the current problems were also given in the model,which could provide references for the biosecurity along with timber imports.
