摘要
国家高度重视农民和城镇无保障居民的养老保障。本文对城乡居民基本养老保险待遇确定和基础养老金正常调整机制等问题进行了专门研究,概括了国家和地方的现行政策、基础养老金待遇情况,归纳了存在的主要问题,借鉴有关国家的经验,提出了建立城乡居保待遇确定与基础养老金调整机制的思路,进而提出相应的对策建议,以进一步完善制度、保障城乡老年居民基本生活、实现基本养老保险保基本的目标。
The State Concil attaches great importance to the old-age security of rural and urban unsecured residents. This report makes a special study on the determination and normal adjustment mechanism of basic old-age insurance benefits for urban and rural residents. It summarizes the current policies and basic old-age pension benefits, analyzes the main problems existing, and draws lessons from the experience of relevant countries, puts forward the thoughts and countermeasures of establishing the determination of urban and rural residents insurance benefits, in order to furtherly improve the system, protect the basic life of urban and rural elderly residents, and achieve the basic goal of basic old-age insurance.
