摘要
近年来,恐怖分子针对我国铁路行业实施了多起暴恐案件,我国铁路行业面临着巨大的恐怖主义威胁。在实践中,我国的铁路安全反恐机制并不完善,铁路行业在反恐意识、事先预防、人员配置、技术设备等方面存在不足。因此,如何完善我国的铁路安全反恐机制,给铁路行业创造一个安全的运营环境就显得尤为重要。本文在分析近年来国内外铁路行业暴恐案件特点以及恐怖分子青睐铁路行业原因的基础上,结合现阶段我国铁路行业在反恐防范工作中的问题,提出了完善反恐工作机构,建立反恐防范体系,统一反恐防范标准,提升安检防范能力,重视情报收集研究,健全反恐预警机制等对策。
In recent years,terrorists have carried out a number of terrorist cases against China’s railway industry.China’s railway industry is facing a huge terrorist threat.In the actual operation,there are further shortcomings in China’s railway industry in terms of anti-terrorism awareness,prior prevention,personnel allocation,and technical equipment.The anti-terrorism mechanism of China’s railway security is not perfect.Therefore,it is important to enhance the anti-terrorism mechanism of railway security,and create a safe operating environment for the railway industry.Based on analysis of the characteristics of terrorist cases in the railway industry and the reasons why terrorists favor the railway industry,this paper puts forward some measures to improve the anti-terrorism mechanism of China’s railway security,combining with the problems in the anti-terrorism work of China’s railway industry.
