摘要
电子政务是“数字福建”建设中的引领项目。注意力测量可从政策文本中挖掘内嵌其中的电子政务推进逻辑。运用文本分析方法以及结合ROST与NVivo11质性工具对福建省2000—2018年间的电子政务建设的注意力配置进行厘析。使用ROST建立关键词库,构成测量维度,利用NVivo11完成编码工作,最后测量得出电子政务注意力比重。研究发现,政府推进电子政务的注意力体现在信息资源、基础设施、应用系统和管理规范等4个维度上,在时序上,呈现从“全面铺开,个别聚焦”到“走向纵深,稳步发展”的嬗变,在区域发展上,越来越重视电子政务的全局统筹。
E-government is a leading project in the construction of“Digital Fujian Province”.Attention measurement can excavate the embedded logic of e-government promotion from the policy text.The text analysis method and the qualitative tools of ROST and NVivo11 are applied to analyze the attention allocation of e-government construction in Fujian province during the period of 2000-2018.The keyword database is established to constitute the measurement dimension,and the NVivo11 is used to accomplish the coding work.The proportion of attention to e-government is finally measured.The results show that the attention of the government to promote e-government is reflected in four dimensions of information resources,infrastructure,application system,and management specification.In sequence,there is a change from“full-scale,individual focus”to“towards depth,steady development”.On the regional development,more and more attention is paid to overall coordination of e-government.
