中国绿色技术创新效率演化及其空间治理 被引量:48

摘要 为全面把握绿色技术创新效率的空间分布特征和演化轨迹,通过DEA-BCC模型测算出中国30个省区2005—2016年绿色技术创新效率,并从时空变化和重心迁移两个方面进行综合研判。结果表明:中国绿色技术创新效率整体呈上升态势,但在空间分布上表现出一定的分化和聚集特征,且区间增长结构上存在“锁定”现象;绿色技术创新效率重心落点集中在中部地区的河南和湖北交界地带,其与经济重心和高技术产业重心在迁移轨迹上具有趋同性,其中东西方向上的转移尺度相较南北方向更大。基于绿色技术创新效率问题显著的空间异质性和系统演化特性,亟需引入“空间治理”思想,构建更具融合性和开放性的多主体协同治理模式,实现大数据驱动下的绿色技术创新空间治理变革。 In order to fully grasp the spatial distribution characteristics and evolution track of green technology innovation efficiency, the DEA-BCC model was used to calculate the green technology innovation efficiency of 30 provinces and regions in China from 2005 to 2016, and comprehensive evaluation was conducted from the aspects of space-time change and center of gravity shift. The results show that the efficiency of China′s green technology innovation is on the rise as a whole, but it shows certain differentiation and aggregation characteristics in spatial distribution, and there is a “lock-in” phenomenon in the interval growth structure. The center of gravity of green technology innovation efficiency is concentrated in the border area between Henan and Hubei in the central region, which is similar to the economic center of gravity and the center of gravity of high-tech industry in the migration trajectory, and the scale of the transfer in the east-west direction is larger than that in the north-south direction. Based on the remarkable spatial heterogeneity and system evolution of the efficiency of green technology innovation, it is urgent to introduce the idea of “spatial governance” and build a more integrated and open multi-agent collaborative governance model to realize the spatial governance reform of green technology innovation driven by big data.
