“双一流”建设中高等教育内涵式发展路径探析 被引量:15

摘要 "双一流"建设是新时期我国提出的重要战略决策,目的在于建立教育强国,要求建设一批世界一流大学与世界一流学科。高等教育内涵式发展在特定的历史时期与环境背景下有不同的含义,新时期我国高等教育内涵式发展以提高教育质量为根本。"双一流"建设中高等教育内涵式发展的时代特征表现为以提高人才培养质量为核心、以创新体制机制为关键、以文化价值引领为导向。为了促进高等教育内涵式发展还需增强高校办学自主性,加快高校教育综合改革,注重高等教育课程整合,提升学生综合素养,完善高等教育资源配置机制,平衡各主体利益诉求,健全高等教育评估制度,提高人才培养质量。 The construction of "double first-class" is an important strategic decision put forward by our country in the new era. The purpose is to establish a strong educational country and to build a number of world-class universities and world-class disciplines. The connotative development of higher education has different meanings in the specific historical period and environmental background. In the new era, the improvement of the quality of education is fundamental to connotative development of higher education in China. The characteristics of the era of connotative development of Higher Education under the construction of "double first-class" are as follows: improvement of the quality of personnel training as the core, innovation of the system and mechanism as the key, and cultural value leading as the guide. In order to promote the connotative development of higher education, it is necessary to strengthen the autonomy of running universities and colleges, speed up the comprehensive reform of higher education, pay attention to the integration of higher education courses, improving students’ comprehensive literacy, perfecting the allocation mechanism of higher education resources, balancing the interests of all subjects, perfecting the evaluation system of higher education and improving the quality of personnel training.
