摘要
文中明确对海道测量现代化基本内涵、特征和发展目标的介绍,提出了海道测量现代化指标体系的设计原则、指标选取和体系的构建,以及基于针对性和可操作性制定海道测量现代化实现路径和保障措施,为国内海道测量发展提供战略引领,为航海保障发展决策提供理论基础。
The paper defines the basic connotation, characteristics and development goals of the modernization of hydrography as well as the principles for the index system design, selection of index and framework of such a system. Based on the relevance and operability, the approaches and supporting measures for realizing the modernization of hydrography are developed, in order to provide strategic guidance for the development of domestic hydrograpy and theoretical basis for the decision-making on the development of navigation guarantee.
