摘要 为了提升城市轨道交通工程建设质量、运营安全与品质,中华人民共和国交通运输部(以下简称“交通运输部”)于2019年初相继印发了关于开展城市轨道交通初期运营前安全评估工作的管理办法与技术规范。以初期运营前安全评估业务的内容与特点为出发点,对比安全评估与试运行基本条件的异同,结合我国目前工程实际情况建立3种动态检测服务模式,并对各种服务模式的优劣势进行分析,为各建设/运营管理单位在迎接初期运营前安全评估工作提供参考。 In order to improve the construction quality, operation safety and quality of urban rail transit projects, the Ministry of Transport of the People's Republic of China issued management methods and technical specifi cations for carrying out safety assessment in the initial period before operation of urban rail transit in early 2019. Starting from the contents and characteristics of the safety assessment activities in the initial period before operation, comparing the similarities and differences of the basic conditions of safety assessment and trial operation, based on the actual situation of China's current projects, three dynamic inspection service modes are established. The advantages and disadvantages of various service modes are analyzed, so as to meet safety assessment work requirements in the initial period before operation by construction/operation management companies and provide a reference.
