摘要
通过对我国海绵城市建设试点的调查,归纳出我国海绵城市建设在技术、环境、金融、社区和机构合作等方面存在的一系列问题和挑战。调查结果表明,受地理位置、社会经济条件以及其他因素影响,不同试点城市存在的问题和面临的挑战在形式、尺度和程度上呈多样性;然而,这些问题和挑战也表现出一些共性。最主要的挑战来自于各种不确定性和风险,包括各种海绵城市措施的适用性问题、功效和成本的不确定性、后期资金的投入问题、跨机构和部门的有效合作等。为此给出一些建议,包括全流域综合管理,传统雨洪基础设施和新型雨水管理措施灵活结合,尽快出台海绵城市建设相关的法规和标准,全面监测和评估海绵城市建设的经济和环境效益,寻求更广泛的融资渠道等。海绵城市建设各级政府主管部门与其他政府部门间的合作最为关键。只有更好的部门间合作、更适宜的教育以及更广泛的资金来源才能确保我国海绵城市建设取得预期效益并可持续推进。
This research surveyed some pilot cities and identified a broad array of challenges from technical,physical, financial, to community and institutional cooperation. The survey results show that challenges may appear in various shapes, scales and degrees depending on geographical locations, socio-economic context, and other conditions, and certain common themes exhibit throughout the survey results. The most dominant challenges stem from uncertainties and risks. To resolve the issues, this study also identified various gateways to improve sponge city construction in China, and recommendations are proposed including taking an integrated watershed scale approach, combining the traditional gray infrastructures and sponge city measures flexibly in practice,urging local governments to adopt sponge city regulations and permits to alleviate water quality and urban pluvial flooding, fully measuring and accounting of economic and environmental benefits, and focusing on wider range of funding resources for sponge city construction. Coordination among government agencies is critical, and this is true at all levels of government. Only through greater coordination, better education, and broader funding could sponge city construction be advanced meaningfully and sustainably.
