摘要
指出了新时代背景下,森林生态产品顺应新时代人们对美好生活的高质量追求,肩负着保障人们健康生活、维护生态环境平衡和化解社会主要矛盾的重大使命。通过对森林生态产品概念、属性的分析,从新时代下森林生态产品新需求的视角,探析了已有的森林生态产品“政府型供给”与“市场型供给”模式,发现其分别存在“供给效率低、产生经济效益与生态效益的矛盾,政府负担过重”与“产权模糊不清、市场供给广度深度不足、市场价格机制不完善”的问题,并据此提出了增加森林生态产品有效供给的相应建议,以期为森林生态产品供给政策的制定提供参考。
Under the background of the new era,forest ecological products conform to people's high-quality pursuit of a better life in the new era,shouldering the important mission of ensuring people's healthy life,maintaining the balance of the ecological environment and resolving the main social contradictions.Based on the analysis of the concept and attributes of forest ecological products and from the perspective of new demand for forest ecological products in the new era,this paper explores the existing models of"government-based supply"and"market-oriented supply"of forest ecological products,and finds that there are contradictions between"low supply efficiency,economic benefits and ecological benefits,excessive government burden"and"unclear property rights,market supply"respectively.The problems of insufficient breadth and depth and imperfect market price mechanism were discussed.Based on these,some suggestions were put forward to increase the supply of forest ecological products,with a view to providing reference for the formulation of forest ecological products supply policy.
