试析当前非编人员工会经费管理模式的优化 被引量:1

Study on optimization of union funds management mode for contemporary non-permanent staff

摘要 新型劳动关系带来了大量的非编工会会员,打破了公务机构、事业单位、高校等单位原有的单一以在编会员工会经费为主的管理格局,对新时期工会经费的管理模式提出了新的挑战。为进一步提高非编人员的工作积极性、保障其合法权益,采用调研走访、政策研究等方法,分析了当前非编人员结构及其工会经费收缴、使用和管理的状况,提出了优化方案及措施。当非编人员会员数已经达到一定数量和比例时,应通过科学管理搭建新型“移动式”网络化的管理平台,来保证其能够及时就近入会、缴纳会费和享受权益。各级各类工会组织应在此基础上不断细化规范非编人员工会经费的管理模式,逐步提升非编人员工会经费的使用绩效,并以此为契机增强他们对工会组织的归属感和认同感,有利地促进“稳就业”实施,不断适应劳动力市场多元化发展的新形势。 The new labor relationship has bought a large number of non-permanent union members, breaking the original management structure of government agencies, institutions, universities and other units to merely focus on the funds of permanent members. It has posed new challenges to the management mode of union funds in the new era. In order to further stimulate the enthusiasm of non-permanent staff and protect their legitimate rights and interests, the methods of investigation, interview and policy research were employed to analyze the current non-permanent staff structure and the status quo of collection, use and management of union funds, and proposed optimization plans and measures. At present, the number of non-permanent members has reached a certain amount and proportion. It is necessary to establish a new “mobile” networked management platform through scientific management to ensure that they can join the union in time, pay membership fees and enjoy benefits. On this basis, unions at all levels should continuously refine and standardize the management mode of regulating non-permanent staff s union funds, gradually improve the using performance of their funds, and take this as an opportunity to enhance their sense of belonging and recognition to the union organization, and to promote implementation of “stable employment” and constantly adapt to the new situation of diversified development of the labor market.
