摘要 为研究车载事故紧急呼叫系统(AECS)国际标准法规的主要内容及应用情况,介绍了AECS的功能和主要角色方,阐述了AECS在欧盟、俄罗斯和日本的应用现状和实际救援效果。通过对联合国欧洲经济委员会汽车法规UN-R144主要框架和评价内容的解读,分析了车载系统、移动网络和公共安全应答点等技术点的主要构成、技术内容和我国相关产业现状。结合我国的实际国情,提出了我国对于车辆强制安装AECS的迫切需求。 In order to study the main contents and application of international standards and regulations on vehicle accident emergency call system(AECS),the functions and main roles of AECS are introduced,and the application status and actual rescue effect of AECS in EU,Russia and Japan are expounded.Through the interpretation of the main framework and evaluation content of Economic Commission of Europe Regulation No.144,this paper analyzes the main composition and technical content of In-Vehicle System(IVS),Mobile Network Operator(MNO)and Public Safety Answering Point(PSAP),as well as the current situation of related industries in China.According to the actual situation of our country,the urgent demand for compulsory installation of AECS for vehicles in China is put forward.
