摘要
基于内外生制度逻辑的分析框架,探究我国世界一流大学建设的现状、挑战与路径选择。研究发现,在国家场域层面,政治逻辑发挥着主导作用,我国高等教育改革更多地采用"强制性制度变迁"模式;而新兴的以学术资本主义为基本特征的市场逻辑则在相当程度上弱化了政治逻辑对大学的控制作用。在全球场域层面,随着准市场机制在高等教育领域的引入,市场逻辑和学术逻辑的影响力在不断提升,其本质是在不改变高校政治属性的前提下,推动传统大学向以学术和市场绩效为导向的新型大学组织管理模式转型。在内外生制度逻辑交织的现实挑战下,借鉴德国等发达国家的经验,构建以"缓冲器"式中介组织为核心的政治、学术和市场三种制度逻辑的利益协调与整合机制成为我国世界一流大学建设的有效路径选择。
Based on the analytical framework of internal and external institutional logic,this paper explores the situation,challenges and path selection concerning the establishment of world-class universities in China.It is found that at the national level,political logic plays a leading role.China’s higher education reform mostly adopts the top-down "compulsory institutional change" model,while the emerging market logic characterized by academic capitalism weakens the control of political logic over academic logic.At the global level,with the deepening of quasi-market mechanisms in the field of higher education,the influence of market logic and academic logic is constantly improving.Its essence is to promote the transformation of traditional universities to a new university organization and management model oriented by academic and market performance without changing the political nature of universities.Under the realistic challenge of interweaving internal and external institutional logic,drawing lessons from German experience,constructing the coordination and integration mechanism for the interests of political,academic and market institutional logic with "buffer" intermediary organizations as the core has become an effective path choice for the establishment of world-class universities in China.
