摘要
随着经济和城市发展进程不断加快,对区域各类环境基础设施建设提出了更高要求,科学合理地完善并强化环境基础设施能力相当重要。阐述了江苏省环境基础设施建设现状,分析了能力不足、运营水平不高、设施落地难、全程协同监管机制未形成、行业发展支撑能力有待提高等主要问题,提出了聚焦生活污水、工业废水、城市垃圾、危险废弃物等重点领域,加快补齐短板,科学编制规划,破除"邻避效应",推进投融资体制和运营机制改革等相应的解决对策。
With the acceleration of economic and urban development, higher requirements have been put forward for the construction of regional environmental infrastructure, and it is very important to improve and strengthen the capacity of environmental infrastructure. This paper expounds the current situation of environmental infrastructure construction in Jiangsu Province, analyses the main problems such as insufficient capacity, low level of operation, difficulty in landing facilities,lack of whole-process coordinated supervision mechanism and the need to improve the supporting capacity of industry development. It proposes countermeasures as below: focusing on key areas such as domestic sewage, industrial wastewater,municipal garbage and hazardous wastes, improving underdeveloped areas and making scientific planning, breaking NIMBY effect, promoting the reform of investment and financing system and operating mechanism.
