摘要
作为国防预算的重要组成部分,国防采购与研发预算是体现国家军事力量的基本指标,也是决定未来战争胜负的关键因素。美国2019财年的国防预算动态反映了美国《国家安全战略》和《国防战略》的政策与战略要求,2019财年国防采购与研发预算的显著增长更是体现了其"军事优先"与"大国竞争"新的国家战略选择。本文对美国2019财年的国防采购和研发预算进行了系统梳理,重点阐述了美国2019财年国防采购和研发预算的主要内容,并分析了美国国防采购和研发预算的变化与特点,最后得出了影响和启示。
As key components of defense budget,defense procurement and RDT&E budgets are basic indicators of national military capability and are critical factors that determine the victory or defeat of future wars.Defense budget of the United States reflects dynamically the requirement of its “National Security Strategy” and “National Defense Strategy”.The remarkable growth of defense procurement and RDT&E budget of the FY 2019 indicates U.S.new national strategies of “military priorities” and “great power competition”.This paper systematically reviews the defense procurement and RDT&E budget of the U.S.in FY 2019.Then the main contents,changes and key characteristics of the U.S.defense procurement and RDT&E budget in FY 2019 are both analyzed.Finally,some conclusions and implications are provided.
